" if questions surrounding its projects’ environmental impacts and other issues are resolved"

This ...

I like Japanese doggies at Uncle Sam's leash much better than Japanese mutts turned into hotdogs. Let us all remember that Japan and China were  the cradle a century ago of a dangerous fever called "Pan-Asiaism". According to Pan-Asianists - such as Sun Yat-sen - the yellow peoples in Asia are "superior races" and the rest of the world ought to kowtow to them.

As long as the locals like it.

China has a long record of riding roughshod over the opposition to massive projects in other countries and colluding with dictatorial regimes in suppressing their voices. Just think of Miytmki in Burma, or several dams in Cambodia, or the railway line cutting across Laos fro Yunnan to Thailand - in every instance people protested against the confiscation of their homes, agricultural resources and so on and finally they were expropriated anyway. Only Burma has rescinded its agreement with China.

thats why i say many are still living in the past

Maybe the Chinese thinking is a thinking rooted in the past? Those who think more is better, bigger is more beautiful and who sacrifice the Earth, water, the air, plant and animal life and entire human communities are unsophisticated yokels whose greatest skill is counting money but who are blind to everythin else.

So its a cultural difference. In old China kowtow is merely a ritual thing yet the westerners though it insulting. It' s same logic as if chinese think  hand shaking as insulting. If you encounter a chinese who thinks hand shaking is insulting, how would you explain to him.

Tell you wot. The fact is if china is democratic, the west would critise china's democracy. If china is proud of human rights, the west would critise china's human rights. The point is not wot the topic is, but is that  the west would critise for anything in order to seek a sense of superiority or leadership. The embarrasement comes when they like seneca found out that the chinese attitude is "wotever you say"

You do not seem to be familiar with Chinese cultural features.

A kowtow was a self-subjugation before a ruler who thought he was on a par with living deities. He was the only one - in his narrow mind -  who was given the right to rule below the Heavens. All else had to submit to him. That was the concept of "tianxia". the Chinese emperors exacted "tributes" but they never gave tributes to others; they made "gifts".
